Project to solve the problems of children and youths’ family status

 

Background:

This project started in 1985 from a survey of living conditions in Klong Toey slum communities between 1983 – 1984. The DPF found that 970 families did not have House Registration and 2,563 children without Birth Certificates.

The foundation is aware if the problems that will arise if these people do not have a Civil Registration and Birth Certificates. Therefore, the foundation started this project by coordinating with government officials, such as the Director-general of the Department of Provincial Administration, the Central Civil Registration Office, Phra Khanong District Office and Klong Toey sub-district (at that time no “district”).

The foundation took up to 2 yeas and successfully on solving these problems and the project ended in 1988.

 

But there are people, children and adults who still do not have proof of identity, or not having someone else’s name in the house-registration. The main reason were parents do not take care their children, frequent relocation to find career sources, etc. Therefore, this project begin again around 2004.

 

Policy:

To enable poor children and youths to have personal status and receive welfare rights from the state.

 

Objectives:

1.     To provide children and youths with evidence showing that they receive various rights from the state such as education and medical care.

 

2.     To provide slum communities people with a civil registration to receive various welfare rights from the state.

 

Work area: Klong Toey communities

 

Target group: Children and youths, including people who have problems with personal registration and identification cards.

 

Implementation:

1. Hire a lawyer to search for information, evidence, witness to confirm

 

the identity of that person and request proof of registration and identification population.

 

2. Coordinate with the institute of Forensic Science of the District Office to examine the genetics (DNA) of the involved persons.

 

3. Coordinate with the District office to investigate personal witness to have a birth certificate in the house registration’s name and make ID card.

 

 

Statistics:   Able to process 90 cases; 43 girls and 47 boys to receive Birth Certificates and ID cards already gone.

Government sectors such as District Office, Forensic Science Institute, including Sub-district Administrative Organizations, Head of the Village
